BIOGRAPHY

Veronica Till Goodson is an associate in the Litigation Department of the Washington, D.C. office of Gibson, Dunn & Crutcher, with a focus on environmental regulation and litigation.  Ms. Till Goodson’s experience includes assisting clients appearing before government agencies as part of regulatory enforcement proceedings, counseling clients on self-reporting under the EPA Audit Policy, developing compliance plans, and advising on cross-border and international regulatory compliance issues.

Representative experience includes:

  • Representing Mercedes-Benz and Daimler in an investigation relating to compliance with Clean Air Act requirements governing emissions after-treatment and in related settlement of civil claims with the U.S. Department of Justice, the U.S. Environmental Protection Agency, the California Attorney General, the California Air Resources Board, and U.S. Customs and Border Protection. United States v. Daimler AG et al., No. 02564 (D.D.C. 2020) & California v. Daimler AG, No. 02565 (D.D.C. 2020)
  • Representing clients in investigations relating to Clean Air Act compliance and in related enforcement negotiations with government agencies such as the U.S. Department of Justice, the U.S. Environmental Protection Agency, the California Air Resources Board, the California Attorney General’s Office, and the New Mexico Environment Department.
  • Advising clients in chemical manufacturing and applied research regarding self-disclosures under the EPA Audit Policy.
  • Counseling chemical manufacturer regarding disclosure, permitting, and compliance plan for addressing air pollutant emissions from batch manufacturing processing under federal and state Clean Air Act requirements.
  • Advising international automobile manufacturer on cross-border regulatory compliance issues related to substances of concern.
  • Defending electronics and medical device manufacturer in enforcement action alleging violations of the Resource Conservation and Recovery Act in its closure of a former facility.

In addition to her environmental regulatory and litigation practice, Ms. Till Goodson also draws on her background in information technology to advise clients on legal issues and risks regarding cybersecurity, particularly with a nexus to national security.

Representative experience includes:

  • Advising government contractor on procedures and corporate governance considerations for oversight of handling of classified information, including management of cyber risks.
  • Conducting a review of a major U.S. energy company’s cybersecurity incident response program on behalf of the company’s board of directors, providing recommendations for improvements based on an analysis of legal trends and industry best practices, and assisting with implementation of recommendations.

Ms. Till Goodson graduated with high honors from The George Washington University Law School and was elected to the Order of the Coif.  She served as a Notes Editor of the George Washington Law Review and a Dean’s Fellow legal research and writing instructor.  Ms. Till Goodson received her Bachelor of Arts magna cum laude from Texas A&M University.

From 2009 to 2015, including while attending law school, Ms. Till Goodson worked for a U.S. Intelligence Community component in information technology.  From 2014 to 2015, she was a special assistant to the component’s chief information officer, responsible for coordinating strategic information technology projects related to information security enhancements, infrastructure upgrades, and application and database development.

Ms. Till Goodson is admitted to practice law in California and the District of Columbia.
