A partner in Gibson, Dunn & Crutcher’s Washington, DC office, Roscoe Jones co-chairs the Firm’s Public Policy Group and serves as a core member of the Congressional Investigations practice group. Recognized as one of Lawdragon’s “500 Leading Lawyers in America” and one of The Hill’s “top lobbyists,” Mr. Jones represents clients in legislative and policy matters before the U.S. Congress and Executive Branch.
He has a decade of senior-level Capitol Hill experience advising three U.S. Senators and a Member of Congress as chief of staff, legislative director, senior counsel and advising an Assistant Attorney General in the Justice Department. Leveraging that experience, he promotes and protects clients’ interests before the U.S. Congress and the Administration, providing services including lobbying, strategic counseling, coalition building, political intelligence collection, legislative drafting, and messaging development.
Mr. Jones also advises on congressional investigations, assists clients in preparing to testify before Congress, and helps clients respond to major crises involving Congress. In 2022, the National Law Journal honored Gibson Dunn as a Finalist for its Crisis Management and Government Oversight award, recognizing firms that guided clients through government proceedings in Washington, DC, including “preparing a client to provide testimony to Congress on a topic lawmakers are considering taking action on.”
Prior to joining the firm, Mr. Jones served for almost a decade in senior-level roles on Capitol Hill, most recently as Chief of Staff to U.S. Representative Abigail Senator Spanberger, as Legislative Director to U.S. Senator Dianne Feinstein, as Senior Counsel to U.S. Cory A. Booker, and as Counsel, and later Senior Counsel, on the U.S. Senate Judiciary Committee for then-Chairman Patrick Leahy.
Mr. Jones served in several roles at the U.S. Department of Justice. He was an Assistant U.S. Attorney in the Western District of Washington’s Criminal Division, Special Assistant U.S. Attorney in the District of Columbia, and an attorney in the Appellate Section of the DOJ Civil Rights Division. He served as Special Counsel to then-Assistant Attorney General for Civil Rights Tom Perez, where he helped oversee the Civil Rights Division’s legislative initiatives and directed the Division’s response to congressional investigations.
Mr. Jones graduated with high honors from Stanford University, and received a J.D. from the University of Virginia Law School, where he was Editor-in-Chief of the Journal of Social Policy & Law and co-founder of the Center for Race & Law. He clerked for Judge Carl E. Stewart on the U.S. Court of Appeals for the Fifth Circuit and Judge Alexander Williams, Jr., on the U.S. District Court for the District of Maryland. Early in his career, he served as the Francis D. Murnaghan, Jr., Appellate Advocacy Fellow at the Public Justice Center. He co-authored an article with Senator Cory Booker that was published in the Harvard Law & Policy Review.

Mr. Jones has been recognized as a leading government relations attorney by numerous professional publications. He was named to the Lawdragon 500 leading lawyers in America in 2022 and 2023, “Top 100” list of the National Black Lawyers, and Top Lobbyists by The Hill in 2022, for having “a track record of success in the halls of Congress and the administration.” He is a Fellow of the American Bar Foundation and a member of The American Law Institute and Council on Foreign Relations.
Mr. Jones received the Lawyers’ Committee for Civil Rights Brooks R. Burdette “Rising Impact” New Board Member Award in 2021 for “displaying innovative leadership and service in the cause of equal justice under law” for his leadership in shepherding Kristen Clarke’s historic nomination for Assistant Attorney General for Civil Rights and helping to advance the landmark George Floyd Justice in Policing Act through Congress. He was a member of a team that received the firm’s 2021 Frank Wheat Team Pro Bono Award.
In 2018, the UVA Lawyer named him a “standard-bearer,” an outstanding Black alumni who made his mark. He was a Stennis Congressional Staff Fellow and Wasserstein Public Interest Fellow at Harvard Law School.
Academic Appointments
As an adjunct professor, Mr. Jones teaches a policy course at the University of Michigan Law School and has taught policy courses at the Yale Law School, Harvard Kennedy School of Government, University of Chicago Law School, Georgetown University Law Center, George Washington University Law School, University of Washington Law School, and the Daniel J. Evans School of Public Policy & Governance.
Community and Firm Service
Mr. Jones is active in his community. He is the Secretary and Executive Committee board member of American Constitution Society and Lawyers Committee for Civil Rights Under Law. He also serves on the Executive Committee of President Lincoln’s Cottage and The Medgar and Myrlie Evers Institute and serves on the boards of the Stanford Athletic Board and Stanford National Black Alumni Association.
He serves on the Center for Democracy & Technology’s Advisory Council. He was a member of the Aspen Institute’s Society of Fellows, University of Virginia Law School’s Black Law Alumni Engagement and Reunion Planning Committee and Stanford University alumni volunteer interview program.
He is a member of the firm’s Hiring, Global Diversity and Political Action Committees.
Mr. Jones is a member of the bars of the State of Maryland and District of Columbia and admitted to practice before the United States Courts of Appeal for the Fourth, Ninth, and Eleventh Circuits.
