Nicholas J. Cicale is counsel in the New York and Washington, D.C. offices of Gibson, Dunn & Crutcher and is a member of the firm’s Energy, Regulation and Litigation Practice Group. Nicholas counsels clients regarding a broad variety of electric, natural gas, and oil matters before the Federal Energy Regulatory Commission (“FERC”).

His law practice focuses on matters involving energy law and policy, particularly those involving the Federal Power Act and the Natural Gas Act. He has extensive experience advising clients on matters subject to FERC’s jurisdiction, particularly with regards to applications for and litigation associated with electric transmission rate incentives, cases affecting a company’s return on equity, cost-of-service ratemaking, transmission cost allocation, transmission and generation interconnections, energy market manipulation, and the workings of energy markets. He has a deep understanding of both the regulated and competitive transmission business models, as well as the needs of offshore wind developers seeking to integrate their products to the land based electric system.

Nicholas has held both in-house and private practice positions and, immediately prior to joining Gibson Dunn, he oversaw the FERC practice of six regulated electric public utilities that are owned and managed by one of the largest energy holding companies in the United States.

He graduated in 2007 with a Bachelor of Arts in history and legal studies from Roger Williams University in Rhode Island. Nicholas received his Juris Doctor in 2011 from the University of Connecticut School of Law, where he achieved the highest grades in the energy and environmental law clinic, climate law, and trial advocacy in his law school class, and served as the Assistant Managing Editor to the Connecticut Journal of International Law, which published his article entitled, The Clean Development Mechanism: Renewable Energy Infrastructure for China and an Empty Promise for Africa.

Nicholas is admitted to practice in the States of Connecticut, New Hampshire, New York and the District of Columbia, the United States District Court for the District of Connecticut, and the United States Court of Appeals for the District of Columbia Circuit.
