Mohammed Bashir's practice focuses on government advisory, public and administrative affairs, and international law. Having served at the Jordanian Ministry of Foreign Affairs, Mohammed carried over his experience in public law to his private practice. Mohammed leverages his previous public and private experience in mastering the complexity of public law as applied to businesses, particularly protection of foreign investors.

Mohammed regularly advises on Saudi law and international law. He participated in devising the legal framework of several local governments and special economic zones. In relation to international law, he routinely advises clients on matters related to protection of investors under both treaty and customary international law, in addition to matters related to the privileges and immunities of state organs and international organizations. He also has substantive experience in negotiating and drafting international instruments including hosting agreements, investment treaties and model bilateral investment agreements.

Representative Experience*

  • Advising zones on the establishment of special economic zones and drafting the founding laws for those zones including the legal framework for dispute resolution.
  • Advising states and state owned entities on international investment law.
  • Advising on the devolution of government and assisting in devising the framework for independent authorities to exercise their newly acquired regulatory powers.
  • Advising State organs on various public international law issues (details not public), including matters related to the law of treaties, immunities and privileges, hosting agreements, and model bilateral investment treaties.
  • Advising Aqaba Development Corporation, a state-owned entity mandated with the ownership and development of key strategic assets, including Jordan's main ports, airports and railway networks.
  • Advising the Jordanian Electric Power Company, the main electricity distributor in Jordan, in numerous regulatory and commercial matters.
  • Routinely advise regulated entities in numerous regulatory and commercial matters including the establishments of its distribution business in Jordan, including the bidding process on its petroleum distribution license.
