Gibson, Dunn & Crutcher LLP partner Jane Horvath was appointed by Attorney General Merrick Garland to serve as a Special Advocate of the Data Protection Review Court (DPRC).
The DPRC is part of a new two-level process that will provide independent and impartial review of certain complaints submitted by individuals in, for example, European Union countries who claim their personal data was the subject of U.S. signals intelligence collection in violation of applicable U.S. law. The DPRC was established by regulations issued by the Attorney General, pursuant to Executive Order 14086, which also strengthened other safeguards for U.S. signals intelligence activities.
Special Advocates are attorneys experienced in data privacy and national security law who advocate regarding the complainant’s interest in the matter, ensuring that the DPRC panel selected to consider an application for review is well informed of the issues and the law with respect to the matter. They serve two-year terms that are renewable.
Jane Horvath serves as Co-Chair of Gibson Dunn’s Privacy, Cybersecurity, and Data Innovation Practice Group. Before joining Gibson Dunn, she worked at Apple Inc., serving first as Senior Director of Global Privacy, and then as Apple’s Chief Privacy Officer. Prior to Apple, she worked for Google as Global Privacy Counsel. She served as the first Chief Privacy and Civil Liberties Officer (CPCLO) for the U.S. Department of Justice, from 2006 to 2007.
